AIW X800 TV Out 50Hz Problem

Yo. I have bought an AIW X800 PAL, because I thought it had an RGB Scart TV Out. It works, but only displays in 50Hz. I know this is PAL, and I live in the UK, but I want to output in NTSC (for certain applications, such as Emulators which run in 60Hz).

A lot of emulators when v-sync is enabled, crashes, and it is real annoying. I don't care about the TV Tuner feature - as I said, I bought it ONLY for ths Scart out. I have contacted ATI, and they suggested changing my region of Windows to USA, but this didn't help. I have tried the CATs 6.4, and the latest Omega drivers, and just can't get the TV Out in 60Hz.

BTW I HAVE gone to the TV settingd menu, and there is no NTSC option on the CATs, and only NTSC M on the Omegas, which doesn't do anything (still 50Hz).

Any help will be much appreciated!!!
