Latest Catalyst 3.1 INFSETUP.EXE problem

There was an error on installing and even though the registry and all occurences of the last driver (9069) was gone.. the install program only creates the ATI directory and does not complete the install. When I go into the ATI directory and run setup it starts and then I get an error that INFSETUP.EXE is not working properly. I have downloaded these drivers a few times with the same result. Any ideas.. I am downloading some from here to see if they will work.

The kicker is that I cannot even go back to the last driver used. It wont install properly now. Any help appreciated.
