Odd AIW Problem

I connected my ati radeon 9800 all in wonder ot my toshiba television (toshiba 20af45c), it's connected with a headphone jack to red/white connector and s-video. when i watch television using ati software there is no problem, but when i try to use the desktop it builds up a discoloration, like someone is holding a magnet to it. a giant blue spot on one side and a giant yellow spot on the other. I can remove it the same way i would remove a magnetic distortion. by unplugging the tv from the wall and waiting a minute then reconnecting it. but i would like to be able to switch to windows once in a while. does anyone have any ideas what the cause is? or how to solve it?

The TV itself builds up the discolouration or just what you see on the PC does?

Try another TV if its the TV that gets wonky... that is odd

i've determined it's a tv problem since the same thing occurs with my laptop. i just don't know how to fix it so i took down the setup and put my tower back up as my main computer.
