DVD's look bad, MMC 8.7 - help

I have MMC 8.7, OMegas based on CAt 3.8's , Radeon 9700 AIW. I just put in a DVD movie, and it looks worse than it does on a laptop that I have with 1/3 the processor speed, and half the RAM and no where near as good a Video card. What could be causing the problem. I see just a little bit of smeering or digitizing. This is kind of aggravating. I have a fast Athlon processor and an A7N8X deluxe board, and good power supply and RAM. Everything has been stress tested. Any help would be appreciated...

A few things to cover:

What are your system specs?

What OS are you using?

When was the last time you did a clean install of Windows?

Have you tried removing all traces of ATI software and drivers, and reinstalling everything from scratch, including using the latest official Catalyst drivers rather than 3rd party tweaked drivers?

When you say it looks worse - in what manner? Is the same true with 3rd party DVD software such as WinDVD or PowerDVD?
