"White Dots" in games...........

A buddy of mine has a ATI 9800Pro AIW using the 3.10 drivers and the latest DX9.In ALL D3D games, he gets the white dot artifact, like the screeshot above.Now, playing something like COD, HL, which use the OpenGL, this does not happen.He bought a Giant II Thermaltake cause he thought it was due to a heat problem, but sence installing that, samething happens.He dosnt OC his cards at all, so its a stock card, straight out of the box.Can anyone help and my buddy out here??
