When you are talking about MSN and a camera, what exactly are you using for a camera?

Try uninstalling all ATI drivers and software, then use Driver Cleaner to clean up afterwards.
Also, return the graphics card to normal speed.
Then, install your drivers and software again, see if it works while at normal speed.

Is this card an upgrade from a previous card?
If so, did you do a fresh installation of Windows for the new card?
That would be the next step, if you haven't done so already.

after trying many different programs to find some input, the only successful way of trying to get it to work is to use the Audio/Video tuning wizard in MSN Messenger, it seems like it would pick up Composite video fine, but for S-Video-In its an entirely different story :/

windows has been through a format since I've installed this card, and the card has used numorous different ati drivers in its past. perhaps some of them are mixed up...

i'll have a go cleaning the drivers and installing from scratch, although when I installed the latest drivers nothing seemed to go wrong apart from the fact that no picture is recognised in S-Video mode.

what software does ATi come with which lets you view the S-Video in? I recall using one but I cannot find it nor remember what its name is...

ATi's software suite is called MultiMedia Center, and I believe the app used to view Video-In, is called "Video-In" (creative, huh?)

So, . . .

i'm talking about a device which 100% definitely provides a working S-Video signal, namely a wireless camera and an av receiver

I dunno bud, have you tried any video capture software, to test if it works, such as VirtualDub? (it's free)
Did your card come with any video input software on its CD? Try that out to see if it works at all
