Very low performance with 9800 SE - Chance to make things better?

Hi.

I have been using my Radeon 9800 SE since a quite long time, and it served me pretty well. But now I start to experience very low performance, especially in new games like F.E.A.R. or Oblivion. I cannot play F.E.A.R. on ANY video settings except 640x480 AND pixel doubling (which is unacceptable for me). At the same time it works on my brother's laptop (X700 Mobility) with normal to high details.
I have been using Omega Drivers since a year or so, but I never tried the "9800 SE Softmod" before. A few days ago, annoyed by the low performance I did, but what I got was not higher performance in games or high-graphics applications but graphic bugs in each of them (I don't have any screenshots, but if you want them I can re-install and make some).
So, I got the following questions:

1.) Can there be any setting mistakes or are there any performance-increasing settings anywhere? Could there be anything else wrong?

2.) Does the Omega 9800 SE Softmod help a lot with performance? Does it work with every 9800 SE? Are there any knows issues with the Softmod, similiar to my problems?

3.) Or is it just impossible to play games like F.E.A.R. with a 9800 SE?

AMD Athlon 64 3000+
1024 DDram
Radeon 9800 SE (Omega 3.8.252)
Creative Audigy 2 ZS
Windows Prof. SP2

Not impossible, but the quick and easy answer is you require a better cpu and card:/
I had this problem 18 months ago when i had a 9600 pro, i upgraded my system to include 6800 PCI, and although i can play the games you mention at acceptable frame rates, i need an upgrade too lol
