Can't install ATI AIW 9600XT on MCE

Hello,
I have just purchased NEW ATI AIW 9600XT AGP PAL edition from eBay, it came without any install CD or software as the seller said you can download them from ATI website, My PC Barebone from MSI called Mega 865 pro( http://asia.msi.com.tw/index.php?fun...maincat_no=134), Intel P4, 3.2 Ghz, with 2Gt DDR 444, my OS is MCE with the latest updates
well my problem started after hardware install the AGP card, found new hardware then by deafult windows installed drivers, so i went to ATI web and downloaded the latest driver fro All-in-Wonder 9600 series,
Catalyst® 7.4 Drivers and ATI Multimedia Software for Windows XP Media Center Edition and ATI Multimedia software, when i tried to install the catlyst software bundel i got an error message that setup was unable to detect any hardware, so i went to device manager and updated the driver to the lates one and it worked for primary and secondary VGA, i tried again to install the catlyst software and i got the same warning again, so i did Individual driver download packages, ATI Multimedia Center, and Avivo™ and tried to install them separetly, the problem was with the aticdwz wich didnot see my hardware as well despite i have bought the MMC 8.1 software from svideo.com to get the decoder working but it didnot work, i tried installing older software but it didnot work, i used the catuninstaller tool from ATI and tried installing back again , same problem, i removed the card and installed it again the same, the VGA as a card is working but iam not able to install the application for tv and Fm and other media tools.
After that a performed a format of my PC and used the integrated VGA, then i installed the AIW card after disabling the integrated VGA from BIOS and uninstalled the software as well, but nothing changed, ATI support is always not helpful as they just transfer you to FAQ, but the doesnot look into your real problem. Itried the Omega driver it was teh same problem th eMMC can not be installed only VGA so actually iam having only a graphic card with out the benifit of using the AIW features!!
Is my AIW 9600 XT old or bad card ( bought as new) but no support from seller ion eBay for setup Cd or software as it was cheap 33 USD.
or does my PC or MCE dosnot support this card , i donot know what to do, so may you please help me i have spent 3 nights in trying to fix this issue
