X1950Pro - No video output

I just built my computer. DFI RD600 mobo, OCZ 700W PSU, and C2D E6600 are the components that would have anything to do with the card. The card is manufactured by MSI and has 512 MB of VRAM. It's in PCI-e slot 1. The card is powered correctly, the fan turns on, but there's no video output. My monitor is VGA, so I had to use the DVI-to-VGA connectors. Both connectors using either DVI connector had the same result. I also tried another VGA monitor, still nothing.

Is there any way to test the card in another system? If you get the same result there, it's definitely a faulty card and time for an RMA.

Unfortunately, no, I don't have another mobo with PCI-e slots.

Also, the mobo is receiving power. The diagnostic LED shows code 88. Strangely, I am unable to power the computer off except by turning off the PSU. I have tried reseating the video card a couple times to no avail.

Edit: The video card doesn't seem to be the problem.

You need to double check the front header connections. It may be that something's not connected properly if you can't power down the computer from the front Power button.
