Windows Fading/ Scrolling Web - x1950 choppiness

I just ran DriverCleaner last night to fix some annoying artifacting issues I had, but now I have a new problem.

When I click with my middle mouse button to move up and down pages, it scrolls very choppily. If I just roll the mousewheel, or slide the bar on the right, it's fine.

Also, when windows fade out, like Steam's when you close them, I receieve another bout of choppiness. The other program that I use which does this is Launchy, and I use that to access all my programs.

Anyone have any ideas what may be causing this? Like I said, it just occurred last night after I ran driver cleaner and reinstalled my 8.4s.

x1950 PRO agp 512mb
Catalyst 8.4s

Edit: Also, changing resolutions takes longer.

Could you provide more detail about your computer? What motherboard it has? Are you using Vista or XP?

Motherboard: Asrock 775Dual-vsta
OS: XP Home SP3
Memory: 2 Gigabytes

I might just try using ATI's uninstall utility and then reinstall the drivers without using driver cleaner. I've had this problem before and I'm pretty sure it's just driver related, but I was wondering if there's anything else I can do.

I've been lurking here for awhile and needed a good tech site to register with.

Usually the way to uninstall and remove drivers is this:
1. Uninstall the drivers
2. boot to safe mode and run DC.net and reboot
3. when windows detects the gfx card click cancel and install the drivers manually.

btw. do you have newest VIA chipset drivers installed? And are you using DriverCleaner.Net?

I'm not sure about the newest VIA chipset drivers. I should install the newest ones regardless of what Asrock has listed on their website?

Edit: I'd like to confirm I did follow those steps the other night when I ran DC.net. Also, I have one of the older, free versions. I do have $10 free in paypal so perhaps I should buy the newest, eh?

Oh, assuming that I want to install the chipset drivers, can I just install them or do I need to go through some sort of process like you'd use for DC?

Yeah you should use the newest versions of VIA drives since I've seen a lot of issues on VIA chipset + ATI/AMD agp card...

The old DC Pro don't have filter that are up to date. So that's why I recomend the DC.net ...

Agh! The artifacting problem is back, but it isn't as bad as before. Odd. I can either go with artifacting or with choppy fading and net scrolling. I'm not sure what causes it, but it's rather annoying I must say.

This last time around with DC.net, I cleaned the Service Pack cabs in addition to the Drivers one, but oddly I had one entry for SP2, none for SP1, and two for SP3.

If you have SP2 then the SP1 feature isn't needed. And I think that Spike modifies the cab cleaner so that it will clean the SP3.cab in the future.

I've made a discovery. Apparently, when I had trouble with the "fading" stuff, AGP Read & Write were off. For some reason the system defaulted them to being disabled. I went in and re-enabled them, but that causes artifacts. Any ideas?

I re-enabled them, and they stayed enabled after I rebooted. However, I tried to enable PCI Write & Read, and one of them went back to its default after I had restarted. I'm going to try downgrading to the Via Chipset drivers offered from the Asrock website. If that doesn't work, I'll try installing the Catalyst 8.4 hotfix version (and then re-install newest Via Chipset drivers to see if that affects anything).

Edit: It seems I've learned the hard way through Blue Screens that you don't want to try and downgrade motherboard drivers.

Edit 2: And it looks like the 8.4 hotfix drivers seem to be doing the trick. I haven't checked with ATI Tray Tool to make sure there are 0 artifacts, but I don't notice any in my games anymore, and the fading/ scrolling issue seems to be gone.
