Sapphire Radeon HD4870 512MB not running at stock speeds

According to AMD overdrive, and CCC my card is running at 500Mhz core speed, and 900Mhz memory. I thought stock speeds was set at 750Mhz for the core. Whats up with that. I'm running Cat 8.7, having some issues in COD4, "display drivers not responding" as well. Something's fishy. Any got any ideas/clues what to do?

Yeah that sort of freaked me out to, but I noticed anytime you kick up something 3d, then it goes to your 3D set speeds. What I don't understand is if it kicks down, why does it still take so much power at idle?

it doesn't undervolt, only underclock, hence the power usage.
