Ati x1650 Pro and fluctuating FPS in games

Hello Everyone,

I have had this problem ever since I got this card back at the start of the year and was wanting to know how I could fix it.

Basically what happens is the FPS on the 2 games I have tested drop up and down for what appears to be no reason at all.

The games I tested this with so far and my results:

Wolfenstein Enemy Territory, My system is not a powerhouse but I am sure it's capable of playing this game at 125fps consistently with the highest settings but even on medium settings the FPS fluctuates between 67-125 FPS. This happens in both online as well as offline play mode (running the server on my own computer and testing in a dev map)

Urban Terror 4.1, Basically the same thing happens here but the FPS doesn't drop down as low (usually fluctuates between 90-125fps) and again this is in online as well as offline modes so I am sure it's not a network problem.

If you look at my system specs you will notice I have the latest omega drivers for my card and I reinstalled windows and updated all my drivers to their latest versions about a week ago to try and fix the problem but no go so it's not a spyware / virus issue either.

Anyway hoping someone here might have some information that can fix this problem and I thank you in advance for any and all replies.

Is V-Sync On or Off?
What are the rest of the system specs and what monitor do you use?
Anyway, if you turn V-sync on the frame rate should be steady at whatever your refresh rate is configured in monitor control panel.
For example at 1280x1024@75Hz with V-Sync On the framerate should stay at 75fps...

Vsync is Off in both games

Another thing if V-Sync is turned off from the Control Panel then in-game it doesn't matter if it's On!
Play with V-Sync On/Off and refresh rate to find the balance you need. Also you didn't mentioned the monitor you use (CRT or LCD).

I use a CRT Monitor Viewsonic A70F+ my refresh rate is 60hz which it's been set at that ever since I have ever owned a computer (14+ years) and never had this issue before so not sure what setting that different would make any difference. And if V-Sync is on then the problem is going to be even worse so I left it off. There is definitely an issue I just don't know what it may be so still looking for an answer if anyone has any other ideas and thank in advance once again.

Would you post the system specs and what drivers do you use?
So max resolution of the monitor is 1280x1024. The games you play what resolution do they have set?

you should now be able to see my system specs by clicking on the system spec link under my username. I run my games at 1024x768 but have also run them at 800x600 and same problem.

It's been a couple of days without a reply so I thought I would recheck this to see if anyone has any advise on how I can fix this issue or knows of another site I can go to where they might be able to help me.

Ok well it's obvious nobody has a clue what my problem might be so I will ask if anyone knows where I can download the 6.5 catalyst drivers with the old control panel all the links I have found point to nqohq or w/e it's called but that links is long dead so anywhere else I can get it.

Sorry I was caught with other stuff but have you tried with other drivers (newer/older) and since when the spikes started?
