ATi Mobility Radeon HD 3670 core speed problem

I was wondering why my said GPU is only running at a core speed of 400mhz when the factory rating for this card should be 680mhz? Are there some settings I am overlooking in the BIOs?

The laptop is a Dell Studio XPS 1640
