ATI is not the best at open GL games such as conterstrike and team fortress classic. it took me a couple of weeks to get the tweaking right but i get a solid 75 fps (refresh rate set at 75mhz)in both those games. if i turn v-sync off i get a solid 100 fps with no lag at all and 100 fps is the max set in your config file, you can try to change it but it makes no difference, 100fps is max for all half-life mods. what are the rest of your specs?

do you have fastwrites enabled? I do and as weird as it sounds it made a huge difference in the jitter i was having in game. most computers don't like fastwrites enabled but mine does. try going down the list in this tweak guide for 9600 series cards, i did and as much as i know about tweaking i still picked up a couple of tips that help. if you can't solve your problem through this guide then i'd go back in driver versions until you find one that works the way you want. remember that counterstrike is Dx8 and your card it Dx9 so it naturally has a harder time with Dx8 games, my g3 Ti 200 played counterstrike much sweeter in the beginning, but now i got this 9600XT tweaked for the best quility picture and it rocks!!!
http://www.techspot.com/tweaks/radeon/index.shtml you must also enabled fastwrites in you motherboard bios.
