want to make powercolor 9800se to pro

this is my first time on this forum and i was looking at new egg for a card and i saw a 9800se 128 mb for 119$ fisrt of all i dont want to spend to much money i am not a hard core gamer all i play is counterstrike and bf1942 and farcry casual not always is this card right for me plus i am on a budget if this card is not right for me please tell me which is with the price range also is it possible to turn this in to a pro including getting the 8 pipelines? can i use the stock cooling?
