another windows xp refreshrate problem

sys specs:
cpu: athlon xp 2800+
mobo: msi k7n2 delta
3d card: radeon (original) 64mb ddr vivo
windows xp home edition
omega 2.5.58 and catalyst 4.8

hey every one. for those of you who are not aware of this problem: windows xp forces the refreshrate of 60hz both in windows and in 3d games. i was never aware of this problem because for some reason ive never had it (except in open gl games). i downloaded one of the refreshrate fix programs so that i could see open gl games in fps well over 60. this caused a few problems. (in no particular order. its been a few days and i dont remember everything well). 1st, the resolution i use in most games, 1024x768, was unavailable. then windows inself was forced into 60 hz. then directx games were forced into 60hz. after uninstalling the refresh rate programs, restoring the registry, uninstalling/reinstalling graphics card drivers, 3d games are still forced into 60hz.

is there a reason that progams such as reforce, refreshfix, powerstrip, dxdiag, and even ati's own driver utility cannot fix the refreshrate problem the way they do for everybody else?

I'm having the same issue after installing ATI's 4.12 beta drivers with CCC and using Refresh Force. Can't go above 60 hz. It was normal before. I installed the video drivers while using Windows 2k drivers for my Sony Trinitron Multiscan E200. The only way to properly set the refresh rate now is using Powerstrip custom timing... but this way I have to wait for the program to load so it changes the rate... not very nice. HL2 gamma is messed up too (way too dark)... didn't test it in any other games.
