Problem with RX700PRO IMPORTANT !!!!!

Several time ago I've changed my motherboard and VGA card.
My old configuration:
- MSI 865PE NEO2 (6728)
- CPU Intel Celeron 2400
- 512 MB PC400 Kingston
- VGA Radeon 9700 128MB 128bit (Sapphire)
- HDD Western Digital 80GB 8MB Cache
- Power supply 300W
My new configuration:
- MSI MS-7058 915P COMBO-FR
- CPU Intel Pentium 4 Prescott 2800 LGA 775
- 2x 512 MB PC 400 KINGSTON
- VGA Microstar RX700PRO-TD256E MS-8978 256MB DDR-III TV,DVI
- HDD WESTERN DIGITAL 120GB 8MB Cache
- Power supply Chieftec 420W
I've got problem with several new games like Delta Force Black Hawk Down, Alien Shooter, Medal Of Honour: Pacific Assault.
PROBLEM IS: GAMES PERFORMANCE ON MY NEW COMPUTER IS WORT THEN ON MY OLD CONFIGURATION!!!!!!!
I've tried on many drivers and from many websides like: Omega VGA drivers, Ati.
My VGA card is set to BEST QUALITY, I used also normal details but its look much worst then on my old computer!!!!
For example in Delta Force Black Hawk Down when I'm in fog and something explode (grenade or fire from gun) game stop for a few seconds !! I play online so I've need very fast computer and fast network (I've 1Mbit connection so it OK, but my computer is SLOW !!!!!)

What shall I do ???

I've tried on another motherbord from Gigabyte with same chipset (GA-8I915P-G)

I'm waiting for reply.

System Specs

Start by making sure that the drivers (chipset and catalyst) are installed properly and all the settings are there (not missing tabs). Next, look at dxdiag and make sure that all the settings are enabled (agp texture accel, direct draw accel, direct3d accel) in the display tab.

Run 3Dmark and see if the results are correct. You'll get a score for your VGA and CPU and see if any of the 2 are lower than other people with a similar system. THat might be a start to find out where the prob is...

Also make note it's reccomended your PSU has about 24A or better on the 12V rail....

when the video card is set to performance or normal you will get much better FPS...
Setting it to high quilty will give you a massive / sizeable FPS hit....

(BTW: X700pro is just a step above a 9800Pro )

latest chipset drivers, proper configeration, haveing the latest bios etc are all magor factors as well as tempratue if your CPU, video card, chipset etc... are not propelry cooled... again will kill things especally if your CPU is over heating the cpu will throttle it's speed by about 1/2 wich mean it will kill performance...rember the reccomended case temprateue is below 38C or the retail intel heatsink will become inaffective and the cpou will throttle to save it self from damage.
