Is there a good tool to clean out ATI drivers?

Maybe it will fix my problem...I am trying to make my laptop perform better and the drivers seem to have developed a bug making games only get about 30% CPU util...so they are jumpy as hell. I really dont want to rebuild the thing just yet.
