Need advice over network issue

Since a while, I get a message on my PC that a new PC has connected to the network.

Now, I know the PC in question , it's the one of my neighbour. My question is if this means they're tapping form my network, and if so, could you guys offer me a free way to get it solved ?

The internet from my provider comes in the house from this box that controls the internet and phone. I then pulled a cable over the house, connected it into a router, which then has another cable into my desktop, and another cable from then router to another router so another PC in my house can connect wireless.
