problem with tmpgenc splitting mpeg

i have this mpeg movie i need to split, i set the time where i want it split and press process
it will only go up to 21 megs before it stops and says process complete, so its nearly close. ive tried different time spots, still same thing

also, ive tried a program called myflix from mediaware, same thing, wont go past a certain point.

any idea on what the issue here is? ive split movies before with no issues, first time i encounter this.

any help would be great.
