2 questions about IRQ's and start up services

First off I'm a newb and appreciate these forums alot for all of your input helps.

My first question is about IRQ's. How do I edit them manually? I was told by someone that video and sound should be 1 and 2, is this true?

My second is about services that start up with windows. I found that if I type "services.msc" into RUN on the start menu I can edit all of my services, where can I find a list that will tell wich ones I can disable, or how I can set that up in anyway to help performance?

You shouldn't need to edit IRQ's manually unless you have some devices not getting along and need to assign them IRQs by hand. This is usually done in your system bios and/or on the card itself (for older cards).
