Need a very configuraable... easy.... installation program

Probably something like what omega uses for his drivers as it appear it's HIGHLY configurable....

is it free?

how easy is it... and what are the options i could do..

and can i make it public?

InnoSetup is fairly easy to learn but best of all it's free but still looks professional. It's script-based and highly configurable. And as you asked, because it's free you can use this to distibute your software without license-issues.
This could be the one Omega uses as well but tbh i don't remember right now.
