Audacity.
Not sure if everyone knows about this or not- I guess it's pretty good for free. I was looking for something like it a while ago and never found it, so here it is. It looks pretty cool. http://audacity.sourceforge.net/about.php

Being a Sonic Foundry (now Sony) user, i can only recommend Sound Forge 7 for sample edition. If you want multitracking, Steinberg's Cubase SX2 is the best way
