a program that can change the bit rate on mp3's

i have some mp3's that are 128 bitrate is there a good program that can change it to 192 with also fixing up the quality aswell so it sounds better?

Re-encoding to a higher bitrate is pointless, the quality will be the same if not worse and file sizes will increase.

re-encoding can only be as good as the original.....if it's 128 now, encoding at 192 will make a bigger file sounding the same.



that being said, for some excellent encoding options, look into a program called Tunebite
