i have mp3's that r 128kbps and want to change them to 192kbps so they sound better is there a program that can do that?

Unless you re-encode from uncompressed/lossless originals, changing bitrate (even upwards) can only degrade quality further.

let's pretend someone else is reading & wants an encoder in general, i like the lame output plugin for winamp, just pick settings, & push play for the playlist to get converted

Hi Ben.

When you encode from a CD (WAV) to Mp3, the program uses the selected bitrate to reduce quality and file size for the output file. (the original MP3)

What you are suggesting is to re-encode the MP3 to a higher bitrate but this is not possible as you cannot put information back into the MP3 which has already been removed, so the only option is to reencode from the original CD/WAV files or source higher quality originals.
