Try Magix - Movie Edit Pro. You can import video, picture and sound files, and not too exensive.

I personally use gifs to make my effects(transitions,scrolling text,simple animations etc etc). Then import the various clips into windows movie maker.

Its is pretty limited to a degree(and depending what you want to do requires allot of work) and quite frankly is not the most amazing way quallity wise to do it. However overall I think the results are good enough most of the time
