Windows 7 - kx3545b ASIO not working

I 'm using SB0220 and foobar 0.9.5 , When looking for ASIO devices the following error message appears in Foobar :
" An error occured while querying "kX ASIO" driver. Please stop ASIO playback and shut down any other software using ASIO.
Additional info: Initializing ASIO driver failed"

No other application using ASIO is running when the message appears.
I tried foobar 0.8.3 and Winapm but it still not working .

and i can't ASIO Control Panel .
//ps : I'm using Windows 7 build 7600.16385 x86

Why do you need Asio for an MP3 player? I thought Asio was only for multi-channel recording and playback with low latency.

for exact bit-by-bit playback, since asio works more or less like kernel streaming
