The last time I used DC, I did so without booting my system into safe mode. Instead I opened the "msconfig" utility and turned off all startup and 3rd party programs with the exception of Windows necessary programs. I then installed the updated ATI drivers and software which appeared to go smoothly.
Later, I began to get an error message that my "desktop manager has stopped working and needs to close". This did not effect my system too seriously (at least as far as I could tell), other than the annoying error message. I later discovered that it had something to do with the Vista GUI, and a graphic card driver conflict. Is it recommended to run DC in safe mode only? And, what is the function of cab cleaner? Is it run before Driver Cleaner or vice versa? What is the best method of running DC within Vista Home Premium Edition so as to best eliminate causing problems with the operating system itself? Thanks in advance for any input!

You don't have to run Cab Cleaner with Vista. In vista the drivers that come with windows are put in a folder, so DC.NET can clean those also with the file search. In previous windows version those driver files are stored in cab file (a sort of zip file). Cab Cleaner can clean those cab files also then.
Yes it is recommended to run Driver Cleaner in safe mode, but that is so that you can be sure that all files it need to clean are not in use. Running it in normal windows can also be done and should not cause any problems. It doesn't really matter what windows you have, but the recommended way to use it are the steps in the help file.
