It's the load on the server, and not the actual bandwidth, we don't have bandwidth capped. The site had a couple of DOS attacks over the past few days, that have been handled by the server, but the throw back of countering them while they are on going is that the load will sometimes go over the warning level. However I've increased the warning level now, so you shouldn't experience anymore issues with server busy messages.
