warning messages

Over the last couple of days I have noticed some error messages, similar to this one
Warning: mysqli::mysqli() [function.mysqli-mysqli]: (HY000/1135): Can't create a new thread (errno 12); if you are not out of available memory, you can consult the manual for a possible OS-dependent bug in C:\Inetpub\wwwroot\adserver\includes\booksession.p hp on line 37

appearing in place of ads.

As I type this, on the right side where the long vertical ad is supposed to be, it is black with blue letters in two places "function.mysqli-mysqli"
This is the first time I see this one.

I use Opera 9.62


EDIT: I don't block any of them through Opera or otherwise.
