Links with non-western titles don't show up.

Links in posts are typically automatically parsed and show up with the title. However, I tried posting a link to this page: http://www.tzag-elita.co.il/product.php?pid=70, and it didn't show up. I assume it's because the page title is in Hebrew.

Yep that would be correct, you can still specify a title if you use the url code

[u r l=http://link.com]Title[/u r l]

Without spaces in url

It's a limitation on the vBSEO software for whatever reason I don't know, probably character encoding issues.
