The flat I am in doesn't have a water meter, so they are going to install a water meter within 3 months...Till then I have to pay £40 per month (plus the two first months I am here) for WATER. I can't go on the assessed water tariff unless they try to install a meter and can't. Which for one person would be almost half of the 40. They will not be able to provide me of the money back after the meter/assessed commences, so basicaly ~£20 per month down the drain...

Nice little scheme they have there.

In the mean time, start up a Welsh Springs Mineral Water business or something similar, and cane that water supply?

Just leave the tap on 24/7, if you can bottle the water and keep it too, may as well make the most of a bad situation.
