Weird Mafia problem(s).....

hmm......just downloaded fraps from their site a while ago....and tried Mafia with it, and ya' know what? i've been playing the game with low fps all along~LOL, stupid!.......here's the weirdest part, i just noticed that the fps in the game is around 45-63 depending on which part are you in.....and at first i thought its no big deal cause maybe AA and AF was on but when i checked it WASNT

so, i decided to give it another try (with 4xAA, this time), i did notice the extra eye-candy but WERID cause ya' know what ITS FREE..........so, again, i tried the game, this time with 6xAA+16AF on, and AGAIN its FREE!!! ANYone here can help me with this????

note: refresh rate was@75hz, Vsync was off, every G*Damn option was set to max................
