It sounds to me like the "someone" doens't know what they are talking about. That is a netcode problem, not something to do with IQ changes. Alll the admin mod plugins and Steam and other cheat detection stuff has killed the ability for shots to register in the game.

All bullet paths and impacts are calculated server side now with the implementation of the steam delivery system, also the state of the map itself (IE player locations etc. etc. etc.) are all calculated server side. That is why Steam lags a little bit more than non-steam servers. Of course a full 20 man CS server should only suck up about 5% of your CPU cycles, if your sucking more than 8% you have a problem with your plugins

ahh someone is wrong again. all games suck 99% CPU cycle. thats how they are written, cause games are supposed to run and not some background apps. if you have dual monitor run any game in one screen and task manager on the other. all games use 99% CPU cycles, even though they dont need it. weird thing as well is that most games take under 100MB ram as well?!
