One more GTA3 problem

OK I used to be able to play this game almost perfectly. Then I uninstalled it and now reinstalled it because I was going to start playing it agin. Now i'm getting extremely low FPS (like 6). Also if you look at this picture you can see one problem I run into a lot...blue spots on the ground. I took this picture with FRAPS then used some program to convert it to .jpg so dont worry about the "Unregistered" part...but you can still see the picture and the blue spot under the bridge. Any suggestions on how to increase the FPS and why these Blue Blotches are appearing?
