Dirt Track Racing 2 Flag Choppiness Problem

I cannot figure out this problem. Dirt Track Racing 2. Everytime the flags come out in this game when u are racing, the screen gets extremely choppy, i have tried everything to fix it. The first lap with green flag and the final lap with the white flag and the checkered flag, it does the same thing. I dont know if there is something wrong with the video card or not, but it is drivin me nuts. Any help would be appreciated PLZ, i need help with this. Also are ATI cards warrantied for life or no, just checkin, cuz if it is the video card that is causing the problem i would like to send it to ATI. Thanks in advance.
