Am I the only one who sees a problem with announcing/planning DLC before the game is even out? Maybe I'm being cynical, but it seems that such attempts are just an extra cash grab when the developers could have easily included the extra content at launch.

Take Street Fighter 4, for example. The game discs themselves included the data for extra costumes. However, in order to use these costumes, you had to buy a key from PSN or the 360 marketplace to unlock them. Yes, you heard me right. You have to buy keys to unlock content which already exists in the game.
