what does AC3 passthru truely mean?

I was able to get some output from my Audigy 2 card, but still trying to get the AC3/DTS stream to quite stuttering.

but the main question I have, is do I have to use a program like WinDVD or can I somehow either thru KX or a small program that I could write using the KX sdk, force the audigy 2 card to pass thru my output from any program to the spdif connection on my card?
