I do not have the game and I do not know if there are any issues with it.
Are you using a custom setup (i.e custom routing in the DSP)? Try using the default setup.
Have you tried reinstalling the game?
Are there any in game settings that might effect the music routing (does it allow you to choose the output device for music, or does it use Windows settings)?
Try changing the default device for playback in Windows from kX Wave(0/1) to kX Wave (4/5) or vice-versa.
Without knowing anything about the game nor anything about your kX config, all I can say is to try different things and see if you can get it working.

The best I could do is download the demo and let you know if I have any issues with it, but at 155MB, it may take it some time (and without seeing the system requirements for the game, I am not even sure it will run on my old beast)...

Well I tried the demo, and I got erractic results, so I am not sure if the demo is buggy, or if there is only certain sounds in certain races or what.

At first I had sounds and music in the menu, and the game had all game sounds, but no commentary or music. I thought that maybe this was not included in the demo.

Then after a few QuickStart tests, suddenly I had commentary in the game, and then the next QuickStart test had both music and commentary (as well as the few QuickStart races I tried after), so I am not sure what to make of it all. I would need to do more testing, but you might try some really quick tests runs and see if it suddenly kicks in for you. I think once it starts working it will probably continue to work for the rest of the game, but maybe not the next time you exit/restart the game. I have only done some quick testing so far, I will do some more tests and first see if I can figure out how it is supposed to work (as I am a little unsure at this point), and then see if I can figure out how to make it always work (one of the music choices is random in game music and I am not sure what that option does (i.e. if off means the music is fixed and not random, or if it means no music, etc).

In Windows Control Panel turn off Hardware Acceleration for audio playback.
Test the game. This should get the sound working right for you.
Then adjust the acceleration up and keep testing until it stops working reliably, and then go back down one notch (I can only go as high as the first notch).

This should get your game working right, but it is not the optimal setuip for kX, so use that setting for the game, and then set it back to full for normal use.

I meant in Windows Control Panel (Sounds and Audio Devices -> Advanced Speaker Settings -> Performance), but the DxDiag one should do the same thing.

This problem has nothing to do with the .ogg format. I play .ogg files all the time without any problems (with the Hardware Accerlarion at full). Lowering the Hardware Acceleration is a common troubleshooting step for sound problems in games (with any driver).
