I know that say if someone has a 360wat psu and is trying to run sli or a x1900 the computer would not turn on, give errors, reboot or shutoff at times, etc. But can a psu effect fps in games but give no errors of any kind? If so any tests to run and check? Or does that not happen with a psu |

Well I don't see any connection with PSU and game's fps. So I would say no.....

No, but if the PSU is too weak, you will get reboots, BSODs etc etc so you will be out of the game!

Things can't operate properly with out proper power, so hypothetically YES.
A lack or power or poor power can cause so many things....
