I think most every IM program has built in chat. Just create a chat room, and enabled voice... I remember doing it in the past, but it was a while ago so... maybe someone else can fill in the details.

MSN's voice chat can't be beat if you want low lag, high quality, 1 on 1 voice chat (its what we use on GTR), but if you need more than 2 people, for lets say a clan match or something, use TeamSpeak.
