PCI usb 2.0 card blue screening?!?

I picked up a belkin PCI card that adds 5 USB 2.0 ports. I go through the installation, everything seems fine, but if I plug a USB device in my PC doesnt recognize it and when I reboot I blue screen right after the windows logo. As long as nothing is plugged into the card I dont crash or get any errors. I tried the updated drivers from the belkin site, and no luck. Any ideas what the problem may be?

I'd assume that it's damanged, but try putting the card in another PCI slot just in case.
