overheating, artifacting, or just some anomaly?

i just started playing mass effect, and came across this. i honestly have no idea wtf it is. it sure doesnt look/act like its artifacting.
doesnt show up in any other game, doesnt happen in cut scenes/menu, and only appears when im walking.

turned all settings off/low, dropped res to 1024x768. happened during a cut scene briefly, but isnt happening while im playing now. this ones really got my stumped. my card temps are below 65C, it doesnt appear in any other game, zero artifacting with atitool artifact scan.... driver issue perhaps?

Probably a driver issue.
