CPU or Windows problem?

My Cpu keeps running at 100% load for some reason. It just started doing that a couple of days ago and even kept doing it after installing a new cpu. BIOS temps differ from real temps and cpu frequency in cpu-z is up 200 MHz from what it has set in BIOS. Has anyone heard of this before if so what can be done about it? If nothing what about a reinstall of Windows?

Edit: Prblm solved - Reinstalled windows worked.

Yeah I haven't ever heard of that happening in anything but Vista but who knows. It's been while since I've really messed with XP

I worked out that it was just BOINC (Seti@Home) that was causing the CPU load read to be 100%. SO I set it to start 10mins after no activity. My heart was pumping man I swear!
