Yeah P4 to i7 is pretty slim. You'll only get about 1000% more FPS in most games.

The type of mousepad you get depends on you. I'd go with the Razer Goliathus but that's just me.

I'm not so sure, you might have to find some R.A.T. 9 users and ask them what they're using. Takaharu just got a R.A.T. 9, maybe you should pm him and ask him what he's using and how it's going.

I got the RAT 9 from ebuyer but that won't help as you're not in this country

As for the mouse mat, avoid black surfaces. Evidence proves that the RAT 9 hates black surfaces but white or light surfaces are perfect. Gaming-grade that's pretty limiting but for the more affordable or elaborate (ahem) mouse mats you've got plenty to choose from.
