Hey guys I am using hyper tx3 cooler to cool my cpu right now. I just want to ask that adding a second fan will decrease my my cpu temps a lot or It's just waste of money?

adding a second fan probably wont do much if theres already airflow.
just make sure its clean.

If you're worried about the temperature of your CPU, by all means, get another fan and point it in the same direction as the fan it currently has to increase airflow. That'll dissipate the heat from the heatsink faster, lowering the temperature of your CPU by a few degrees (not that much).
If the temperature isn't really an issue then you don't have to worry about an extra fan. Whilst you're at it, if you need to remove the heatsink to install the fan (which you probably will need to do) then you may want to replace the thermal paste. There'll be nothing wrong with the paste the TX-3 is supplied with, you'd just be ensuring a decent contact between the CPU and heatsink.
