external hard drive not showing up

hello. not sure if i am in the right area.. but its a seagate 1 t bit.. and i got it about 3 months ago maybed had it plugged in 4 times lol and i just put a new internal haarddrive in and windows xp 64 bit . so i plug it in and it installs and the green light is blinking away.. but it doesnt show up on my computer.. anywhere... tried in computer management and well pretty much i dont know where it is.. any ideas?

it shows up in device manager as initio combo device class..... but not under disk management .
