Well... there's no other GPU I can try so that leaves that out...
Besides, it doesn't make sense because it works fine when Windows does work.

Do you have the 9700 power connector directly connected to your power-supply? It should not be shared with drives, fans, etc..
What kind of PowerSuppy do you have? The ATI 9700 does draw a bit of power doing startup, needs juice to work. Some with under-powed power-supplies have even put swithes on the power-connector to allow the system to power-up before bringing the 9700 up. considering it's durring a RESTART.... a cold start would draw more... so grog... your first idea is somewhat flawed... but still may be right.... I've ran into this issue a few times..... if your motherboard has a post code reader.... (4 blinking lights).... pay attention to it when it restarts.... if it hault... see what it says.... if it's green across the board.... you most likely won't have a bios or mobo issue.... could be power.... could be some other hardware... start pulling apart/unplugging various things.... restart a few times... see if there is a single device.... process of elimination is probably the most irritating way to do it.. but nessary to really find the culprit..... it could even be the power in your house.... I'd highly suggest anyone with a computer.... get an APC unit (UPS) with automatic line monitoring and line conditioning....

Well I found out it's the RAM... it was 256x2 Corsair XMS DDR400 too... now I need something cheap...

Woah..crap the SPD issue on the A7N8X's! I thought they fixed this issue? You might to borrow some ram then set the default timings for your XMS, then install the XMS stuff back in. You'll find loads about this on nforcershq.com.
