2Wire PC Port Problems

Ok so I access my internet using a 2Wire PC Port which is linked to the downstairs router. My problem is that sometimes I can receive amazing internet speeds where I can download something at 200+ kb/sec but most of the time it only remains at around 10 kb/sec. Internet browsing can sometimes get slower than a 56k modem (I have a cable modem). Another strange thing I've noticed is that If I pick up my phone and press the on button if I wait 10 seconds my internet is automatically that 200+ kb/sec. Anyone ever heard of this problem or any ideas on how to fix it? It's very annoying.
