Video Skips, constant open dialogue instantiations temporarily fixes skipping. help!

There is something very strange about playing any sort of video.

At first it was just DVD's being choppy when I tried to play them, the audio would be right on, but the video would skip a bunch of frames at a time:

Show first frame for a long time
Skip to current frame, show that
skip again.

Not even like flickering, just like a slow motion slide show. This happened all of a sudden with non-omega drivers. Then I got a new monitor, and was determined to fix the problem, so I reinstalled the chipset, and installed the omega driver for radeon, and it fixed it. Then, shortly after my movies started doing it again, now this time it wasn't just the DVD, it was also movies stored on my harddrive.

So I uninstalled all codecs, drivers, etc, reinstalled the chipset, the omega driver, and walla, everything worked... but then stopped once again. THe new beta came out (12/3 ish) and I installed that with a fresh install of the chipset, and again, the problem was fixed.

Now, the problem has returned, but even when I try reinstalling everything, I am still getting choppy video.

One of the most interesting things is: when I goto a website in firefox, and bring up the dialogue box for "open/save file to..." the frames all catch up (like fast forward) to the audio and then it plays smoothly for about 3 - 5 minutes, then gets choppy. If i open another box, it'll smooth out, but only for a couple minutes. Strange how this kind of makes the video work!? I haven't found anything else that really makes the video go, except for a download dialogue box. What in the name of all technology gods is going on? What happens when a dialogue box opens that causes the movies to play correctly?

On the side note, the games I run and visualizations with winamp etc all run smoothly.

What could be the problem? Is it the driver?

I have a ATI Mobility 7500 on my laptop. It's the 32mb AGP one. My laptop is a p4 2.8ghz, 1gig ddr ram, so it has plenty of power to run movies.

edit: Someone says the dialogue box temporarily stops a program... so perhaps a second program trying to access the video file as well is temporarily stopped? can someone clarify, and could this be the problem, and how do I fix it if this is so?

I am now finding that the download dialogue box no longer helps. Instead I have to move my mouse around constantly anywhere to keep the video moving smoothly. Hard work to watch a movie. Anyone have any ideas?

Check for spyware/viruses. There could be a background process interfering with the video.

Worst comes to worst, you would need to reformat

just try a defrag - and reducing the size or at least fixing the size of your page file.
